Italy, Casaleggio: “a 15 million blockchain fund”

Davide Casaleggio said it a few weeks ago:

we should start in Italy from the base point, allowing the use of this technology in various contexts, including public administration. […] We are working to include the blockchain within Rousseau, as a system of distributed certification that will allow more entities, or even everyone, to verify that everything is actually happening in compliance with the rules and what is desired by the community“.

Now we discover that within the economic manoeuvre of the Italian government for 2019, in Article 19 we read that the government has committed to allocate 45 million euros in three years for some technological innovation projects, of which 15 specifically dedicated to

“Artificial Intelligence, Blockchain and Internet of Things”.  

This allocation is part of the 95 million euros diverted from previous funds in favour of the ultra-fast 5G telephone network.

In light of this, there are those who argue on Twitter that it is a “conflict of interest 4.0”, but putting the political controversy aside, a fund to promote technological developments in this area in Italy would not be a bad idea in itself.

If Rousseau benefits then the conflict of interest will be evident, otherwise such controversies can be described as mere political propaganda.

The 15 million will be allocated to “operational and administrative support” for research and “competitive challenges for the achievement of application goals” in these sectors.

From a purely technical point of view, however, the question should be different: are 15 million enough in three years?

With such limited resources, how many projects will this fund be able to support? And how many resources will actually be available for each individual project funded?

Casaleggio Associati has also recently published a report entitled “How the blockchain will revolutionize the way companies operate”, where according to the estimates, by 2025 10% of the world’s GDP will be generated by products and services delivered with this technology.
