On July 26th, 2019, a workshop dedicated to the blockchain will be held at the ECB’s headquarters in Frankfurt am Main.

The workshop is organised by the European Central Bank (ECB) itself, which has also published a Call for Papers inviting authors such as academics, public institutions (including central banks), special interest groups or the private sector to present policy-oriented, theoretical and/or empirical documents by May 31st.

These documents must be original contributions and be clearly focused on the so-called decentralised finance. The themes of the ECB’s blockchain workshop will be three:

  1. regulation and governance in decentralised systems
  2. the economic perspective of decentralisation in the financial context
  3. the new opportunities and challenges posed by decentralised systems.

The Scientific Committee of the workshop will examine all documents submitted by the 31st May deadline, in terms of quality, policy relevance and potential level of interest.

The authors of the selected contributions will be notified by June 7th, 2019.

The focus of the discussion will be on how P2P systems affect the current regulatory framework in a decentralised financial environment, but there will also be talks about how this so-called DeFi (decentralized finance) could potentially revolutionise the current financial landscape.

Finally, there will also be an attempt to determine what impact the FinTech sector could have in the future on banking stability and financial business models.

The workshop is organised by the ECB together with the University College London (UCL) Centre for Blockchain Technologies, which has long been involved in the study of these technologies.

The event will be attended by market players, policy makers, legislators and academics interested in P2P financial systems in order to share their experiences, research and analysis on the topic of DeFi. Participation in the workshop will be by invitation only.
